Why are there two frequency scales available on the waterfall?

The actual transmit frequency of any digital mode is a sum of the actual RF frequency plus an audio frequency offset. HRD displays two different scales for the waterfall to reflect this.

The first display shows a scale going from 100 to 3000.  These are Audio Frequencies in HZ.  Due to the width of many of the digital signals, using an audio offset frequency is a way of being able to set your radio to one RF frequency and be able to view many signals in the Upper Side Band from that frequency.

The second display shows the actual RF frequency PLUS the Audio Offset frequency and shows the exact transmit frequency of your signal.
